Ukrainians in Slovakia regularly contact the embassy and consulate for passport issuance or exchange, notarial acts, obtaining certificates, and other consular services. To avoid unnecessary trips and long waits, it is important to know which institution to contact, how to make an appointment, and which documents to prepare. In this article, we have collected current addresses, contacts, appointment procedures, and answers to the most common questions.
The Ukrainian tax number (РНОКПП - RNOCPP, Taxpayer Identification Number) has been issued free of charge since July 30, 2026 — online, through the e-Consul portal. Previously, the only way was an application through the institution and a €37 consular fee; now only those who submit documents in person pay this fee. This is the latest change in consular services for Ukrainians in Slovakia, while the most noticeable change for the eastern part of the country happened earlier: the General Consulate opened in Prešov, so residents of Košice no longer need to travel across the country for a passport. Addresses of both institutions, schedules, step-by-step appointment booking in the e-queue, and fees are below, based on official websites as of July 2026.
Where to apply — decided by your region
Embassy of Ukraine in the Slovak Republic — diplomatic representation: it is responsible for relations between states, not passports. Its consular section works with people — passports, powers of attorney, certificates, citizenship. When you “go to the embassy for a passport,” you actually go there; both structures are located at the same address in Bratislava.
General Consulate of Ukraine in Prešov — a separate institution serving the east. Previously, only mobile consular receptions were held here; now it is a full consulate. Which institution is yours is determined by the consular district, i.e., the territory assigned to it:

Reception schedule
At the consular section in Bratislava, each time block has its own purpose, so “just coming during working hours” will not work. Schedule as of July 2026 (source):

“Certain categories” are visitors accepted outside the general appointment system: citizens with disability groups I–II, victims of the Chernobyl disaster (categories 1–2), pregnant women, seriously ill, large families, orphans and their legal representatives, combatants, military personnel and their families. Carry your certificate with you.
The head of the institution personally receives citizens every third Thursday of the month from 09:00 to 11:00; appointment by email to the embassy with the subject “Reception of citizens by the head of the institution.” The General Consulate in Prešov works Mon–Fri 08:00–12:00 and 13:00–17:00; the current reception schedule is on its contact page.
How to make an appointment through e-Consul
There is no walk-in queue at consulates — only by prior appointment. Booking is done through e-Consul, the state consular services portal of the Ministry of Foreign Affairs (e-consul.gov.ua); the “e-queue” is the booking system inside the portal.
Prepare electronic identification. A qualified electronic signature (file or cloud), Diia.Signature, or NBU BankID will work. Without any of these, online booking is impossible.
Log in at e-consul.gov.ua.
Select the institution and consular action. Institution — Bratislava or Prešov, according to your district. Each action and each person over 16 requires a separate booking: citizenship by birth plus a passport for a child means two bookings.
Choose a free slot. Booking is open six months in advance.
Confirm the visit. Fourteen days before the date, you will receive an email, and from that moment you have 30 hours to log into your e-Consul account and confirm the booking. If not confirmed, the system cancels the slot for others.
Gather a complete set of documents for your action — without it, the service will not be provided even with an appointment.

Typical situations are explained on the appointment booking page. Here are three more things to know before your visit.
Men aged 18–60 need an electronic military registration document (e-ВОП - e-VOP, electronic military record), issued no earlier than 72 hours before the visit, for most consular actions. Exceptions are issuance of return certificates, actions regarding children if the other parent is a foreigner, and requests concerning citizens under arrest.
If it is objectively impossible to obtain an e-signature, write an email to the institution describing your situation. The consulate can create a booking for you and offer the nearest free slot; you must confirm it by reply within the same 30 hours.
Booking is personal only. If one person logs in but books for another, the service will be refused; the exception is your own child or ward. This also means buying “slots” from others is pointless: booking is linked to the person identified by the signature and cannot be used by others — “queue slot sellers” are just scammers. Without an appointment, they will accept only in emergencies — for example, a stolen passport: the consul will suggest waiting until the end of reception and try to help.

Payment can be made by Visa/MasterCard via POS terminal directly at the section (acquirer adds a 1.2–2.2% commission) or by paper receipt at ČSOB bank branch. For urgent service or weekend reception, the fee doubles.
Plan deadlines in advance: foreign passports are issued within three months, return certificates on the day of application, maximum five working days (up to 30 days if additional requests are needed).
RNOCPP is a special case: since July 30, 2026, self-application through the e-Consul cabinet is free; the €37 fee remains only for applications through the institution. The service is available to citizens from 14 years old — details in the General Consulate news.
Frequently asked questions
How long to wait for a foreign passport?
Up to three months from the date of application form submission — the period stated by the embassy itself. Add waiting time for a slot in the e-queue.
I lost my passport. How to return to Ukraine?
Get a return certificate — a temporary document for this case. Fee €28, issued on the day of application, maximum five working days. No prior appointment needed: come during walk-in hours from the schedule above. Men 18–60 do not need e-VOP for this service.
Is a separate appointment needed for a child?
An e-queue booking is created for each person over 16 and each action, but you can book your own child or ward from your account — this is a permitted exception. Passport for yourself and passport for a 10-year-old daughter — two bookings from one account.
Can something be done by power of attorney without a personal visit?
Mostly no: passports, signatures, and powers of attorney are certified by the consul personally to you. The exception is RNOCPP — the application can be submitted by a representative with a notarized power of attorney, although since 07/30/2026 it is easier to get the number yourself online via e-Consul.
Can't reach the consultation number. What to do?
The line works only during specified hours (Mon, Wed, Thu, Fri 14:00–15:00; Tue 09:00–10:00), and it is heavily loaded. It is more reliable to write an email: consul_sk@mfa.gov.ua — Bratislava, gc_skp@mfa.gov.ua — Prešov. Written requests are definitely recorded.
What about mobile receptions now
Before the consulate opened in Prešov, the embassy periodically took receptions to the east: in September 2025, consuls accepted passport documents, certified powers of attorney and signatures, and processed citizenship there. Now this work is done by the General Consulate, but if mobile receptions are held in other cities or for specific services, announcements will appear in “Announcements of the consular section” and embassy social networks — usually with separate booking.
