Are you planning to travel from Slovakia to Ukraine or vice versa? Before the trip, it is worth checking what can be transported across the border and what cannot. The customs rules of the two countries differ, so even familiar products or personal belongings may raise questions during inspection. In this article, we have collected all the main rules and restrictions effective in 2026, and also explained the most common mistakes to avoid.
A classic mistake at this border is a block of cigarettes in the bag. A person carries 200 pieces because they remember this norm from the airport, but at the land crossing Slovakia allows only 40 — two packs. Anything above must be declared and paid for, otherwise confiscation.
Mistakes are caused by the border itself, where two sets of rules operate simultaneously. Slovak customs apply EU norms (Slovakia is its external border), Ukrainian customs apply the Customs Code of Ukraine, and the same bag is checked twice under different limits. Below are the limits for both directions for 2026 and a checklist before departure; all figures are from primary sources: Finančná správa SR (Slovak Financial Administration), State Customs Service of Ukraine, Ministry of Interior of Slovakia, and State Border Guard Service.

Food — why lard won’t make it
The most painful point for everyone carrying "care packages from mom." Due to the risk of animal disease introduction, the EU prohibits the import of meat, milk, and products made from them from third countries — this fully applies to Ukraine. Homemade sausage, lard, stew, cheese, butter, dumplings with meat — all these are subject to confiscation and official disposal at Slovak customs, and undeclared "contraband" may lead to a fine.

Fruits and vegetables formally require a phytosanitary certificate (exceptions — bananas, pineapples, coconuts, dates, and durians), so a kilogram of cherries from the market is already a gray area. In practice, the main focus of inspections is meat and dairy.

Alcohol, cigarettes, and fuel
For tobacco in the EU, different norms apply for air and land travelers; Slovakia applies the lower limit to everyone traveling by car, bus, or on foot — hence the "surprise" with two packs. Norms from the official page of Finančná správa, apply to persons aged 17 and older:

You can combine proportionally: 0.5 l vodka + 1 l vermouth = 50% + 50% of the limit. Fuel — full tank plus up to 10 l in a canister; duty-free fuel import — no more often than once every 7 calendar days.
Items and gifts outside excise goods are exempt from fees up to 300 € per person by land transport (air — 430 €, children under 15 — 150 €). The criterion is one — non-commercial character: quantity and nature of goods should not suggest resale.
Medicines across the border
To Ukraine — up to 5 packages of each name (except drugs with narcotic or psychotropic substances) or more if the quantity is indicated in a prescription in your name with a doctor’s or hospital’s stamp.

To Slovakia for personal treatment, take the amount for the duration of the trip, with a prescription or medical report — this removes questions at inspection.
Exporting medicines from Slovakia "as a care package" as humanitarian aid to individuals is not allowed: a permit from the Ministry of Health of the Slovak Republic is required, which is not issued to individuals.
Cash and the 10,000 € rule
Both countries have the same threshold: amounts from 10,000 € (or equivalent in any currency) must be declared in writing, below the threshold — no formalities. On the Slovak side, this is a requirement of the Colný zákon (Customs Act) and EU Regulation 2018/1672; non-declaration is a customs offense with confiscation of funds until clarification.
On the Ukrainian side, cash and bank metals are counted together at the NBU exchange rate on the day of crossing. You can bring any amount into Ukraine (from 10,000 € — with declaration), but residents can export more than 10,000 € only with documents proving withdrawal from their bank account — for the excess amount; receipts are valid for 90 days. Cash is "counted" even for children: for persons under 16, the declaration is filled out by the accompanying parent or legal representative. The declaration form is available on the State Customs Service website — even in Slovak language.
Animals — military relaxation canceled
The relaxation for animals from Ukraine (effective since October 2022) has been canceled — and not everyone knows this yet. The State Veterinary and Food Administration of Slovakia (ŠVPS SR) restored full requirements after a confirmed rabies case in a dog caught at the Slovak-Ukrainian border near the village of Veľké Slemence. Now for entry with a dog, cat, or ferret you need:
Microchip (ISO 11784/11785) — implanted before vaccination.
Rabies vaccination: animal’s age at vaccination — from 12 weeks, effective from the 21st day after vaccination.
Rabies antibody test (titer ≥ 0.5 IU/ml) in an approved laboratory: blood taken no earlier than 30 days after vaccination and no later than 3 months before the trip. The three-month waiting period is not required if the animal returns to the EU with a European passport where the titer is already recorded.
Veterinary certificate from an official Ukrainian vet (EU form) plus a written declaration by the owner about non-commercial movement.
Maximum 5 animals per person; entry only through designated points: Vyšné Nemecké, Ubľa, Veľké Slemence, Čierna nad Tisou railway, and international airports.

Animals with unknown status (caught, from shelters) without fulfilling commercial requirements are not allowed at all. On the Ukrainian side, document requirements (vet passport, chip, vaccination, titer for EU) are confirmed by the State Service of Ukraine on Food Safety and Consumer Protection; at exit from Ukraine, the animal undergoes veterinary control, choose the red corridor.
Count the days in the calendar: chip, vaccination, after 30 days — blood for antibodies, then three months waiting. If you decide to travel with a dog today, the real departure is no earlier than 3–4 months later.

Rules of the State Customs Service — from the official page for travelers:
Goods up to 500 € and 50 kg by land transport — without written declaration and taxes, if you were abroad for more than 24 hours and enter no more often than once every 72 hours. Otherwise, only 50 € is exempt, the rest is taxed.
Alcohol (18+): 1 l strong, 2 l wine, 5 l beer; if abroad less than a day — alcohol is taxed regardless of quantity. Tobacco (18+): 200 cigarettes or 50 cigars or 250 g tobacco.
Food up to 200 €: in manufacturer packaging — 1 package or up to 2 kg of each name, without packaging — up to 2 kg per name, ready indivisible product — 1 piece. Animal products without factory packaging are prohibited: a piece of homemade brynza cheese from the market will not enter Ukraine just like Ukrainian lard will not enter Slovakia.
Personal belongings are not taxed by customs: up to two mobile phones and two laptops, camera, video camera, up to three flash drives, two watches, personal jewelry in use, baby stroller, equipment (bicycle, fishing rod), etc.; full list in Article 370 of the Customs Code.
Green corridor norms apply once every 24 hours, and choosing this corridor is a legal statement "I have nothing to declare": any excess found during inspection is already a violation.

On 07/30/2026 Slovak customs showed a 75-minute wait for cars at Vyšné Nemecké towards the EU; queues there stayed about an hour to an hour and a half all July 2026. Ubľa has a smaller queue, but trucks are not allowed there — limit 3.5 t. On foot, the fastest is through Malé Selmence — schedule only until 20:00.

EES — biometrics now taken at the border
Since October 12, 2025, the Entry/Exit System (EES) operates at the EU external borders, fully from April 10, 2026. For Ukrainian citizens under visa-free short-term stay (90/180), this means: at first crossing — face photo and 4 fingerprints, entries and exits are recorded electronically instead of passport stamps. The first registration takes time, and the Ministry of Interior honestly warns about longer queues.
Holders of residence permits and long-term visas are not subject to EES registration — if they show a valid residence document at control: passport plus card together, and the procedure does not concern you.
