Everyone living in Slovakia knows this routine: paper goes into the blue bin, plastic into the yellow, glass into the green. But what happens to the rest that cannot be recycled? Usually, it ends up in landfills. To change this, the Ministry of Environment has approved the construction of a new waste incineration plant on the grounds of the Slovnaft refinery in Bratislava.
The project, one of the largest environmental investments in recent years, has caused heated debate. Its capacity will be 220,000 tons of waste per year. Supporters see it as a step towards a modern economy and reducing the number of landfills, while critics fear that such a giant plant could slow down the development of recycling. Let's look at the arguments from both sides.
Why is a New Plant Needed? Arguments "For"
The main argument for construction is the need to stop using landfills. Slovakia still sends a significant portion of its household waste to landfills, which is an outdated and environmentally unfriendly approach. The new plant will operate based on the principle of waste-to-energy (ZEVO), meaning it will burn non-recyclable waste to produce heat and electricity.
Supporters of the project, including the company Slovnaft, emphasize several advantages:
- Reducing the number of landfills. This is a direct requirement of European directives and a step towards a circular economy, where waste becomes a resource.
- Recycling of industrial waste. The plant will be able to process not only household waste but also specific industrial waste for which there is currently not enough capacity.
- Energy independence. The energy produced can be used for Slovnaft's own needs and for heating parts of Bratislava, reducing dependence on fossil fuels.
According to experts, modern incineration technologies minimize harmful emissions through complex filtration systems, making such plants much safer than old incinerators.
Why Are Critics Against It? Arguments "Against"
The main criticism from opponents of the project is its excessive capacity. Environmentalists and activists from organizations like "Zero Waste" believe that 220,000 tons per year is too much for the Bratislava region. They fear that to ensure the plant operates at full capacity, waste will have to be brought from other regions or even imported.
Critics present the following counterarguments:
- Slowing down recycling. The existence of a large plant that needs a constant "fuel" of waste could reduce the motivation for both municipalities and citizens to make efforts in sorting, composting, and reducing waste.
- Priority is prevention. In their opinion, investments should be directed primarily towards systems that prevent waste generation, not its disposal. Burning is better than landfilling, but worse than recycling or reuse.
- Long-term commitments. Such a large-scale project "locks in" the approach to waste management for decades, which could prevent the implementation of more advanced and environmentally friendly technologies in the future.
What Does This Mean for Bratislava Residents?
Bratislava already has one waste incineration plant in the Vlčie hrdlo area, operated by the municipal company OLO. Its capacity is about 135,000 tons per year. The new plant at Slovnaft will be significantly larger.
For the city's residents, the new facility could have several consequences. On one hand, it could mean more stable waste collection fees in the long term and a solution to the problem of overflowing landfills. On the other hand, there are concerns about logistics (an increase in the number of garbage trucks on the roads) and environmental monitoring, although the investor assures that the strictest EU standards will be followed.
The decision to build has already been made, but the discussion around it shows that Slovakia, like all of Europe, is at a crossroads. The country must choose its path: whether to focus on efficient, but still, waste incineration, or to invest in more complex systems aimed at maximally reducing waste generation.
