The Slovak government approved a major reform of the compulsory vehicle insurance system (Povinné zmluvné poistenie). The new rules aim to clean up databases and force hundreds of thousands of drivers who avoid insurance to come out of hiding. Violators will face automatic fines and their cars will be forcibly removed from the register.
According to statistics, there are currently over 600,000 uninsured cars in Slovakia, and at least half of them are actively used on the road. This creates a huge burden on responsible drivers: the losses caused by cars without insurance are covered by their contributions to the guarantee fund.

Main changes: what will change for drivers
1. Register cleanup and forced de-registration.
The state will conduct a large-scale review of the database. Cars that have not had insurance for more than 24 months will be automatically removed from the register. The logic is that if a car has not been insured for two years, it probably no longer exists or is not fit for use.
May 2026: owners will receive an official warning about the lack of insurance.
July 2026: if insurance is not obtained, the car will be forcibly removed from the register.
2. Strict filter at technical inspection (STK/EK).
From now on, passing the technical inspection and emissions control will not be possible without a valid PZP (compulsory vehicle insurance) policy. Insurance data will be checked automatically in real-time. No insurance means no permission to operate the vehicle.
3. Automatic fines
The system is becoming digital and unavoidable. A mechanism for automatically imposing penalties for failing to insure a vehicle will be introduced. This minimizes human error and makes punishment inevitable.
What fines to expect
Lack of a policy for more than 30 days will result in a fine from 120 to 900 euros. This fine will be charged regularly and will increase if the violation continues. If the fine is paid within 15 days, it may be reduced by one-third.The increased control has both a disciplinary and a financial goal. Additional funds from compulsory insurance contributions, which were previously lost to the budget, are planned to be used to improve road safety.

Foreigners' cars
According to current law, you can only get local PZP insurance for a vehicle with Slovak license plates. If you plan to stay in the country for a long time, the only legal way to avoid problems with authorities in the future is to fully re-register the car with Slovak registration.
Using a Ukrainian "Green Card" is a temporary solution. However, the increased controls from 2026 may affect the checking mechanisms for all cars that are permanently on Slovak roads.
