The European Commission has proposed to include Ukraine in the free roaming zone from January 1, 2026. This means that Ukrainians will be able to use mobile communication in any of the 27 EU countries without extra charge, just like EU citizens.
Until the end of 2025, the current voluntary agreement will be in effect, which allows using mobile communication without roaming surcharges. And from 2026, after officially joining the "Roam like at Home" zone, Ukrainian and European operators will be obliged to provide communication under the same conditions as in their own country.
